The Kings play the Cheetahs and the Kings have the ball. Inside centre Martin du Toit of the Kings charges ahead by Shaun Venter of the Cheetahs grabs Du Toit by the back of his jersey and pulls him to ground, still holding his jersey. Venter, on his feet, pulls Du Toit around. The referee penalises Venter.
First, there is a tackle.
Law 14.1 REQUIREMENTS FOR A TACKLE
For a tackle to occur, the ball-carrier is held and brought to ground by one or more opponents.
Du Toit is the ball-carrier.
Venter holds Du Toit and brings him to ground.
Law 14,4 PLAYERS IN A TACKLE
Players in a tackle are:
Player(s) who hold the ball-carrier during a tackle but do not go to ground.
Player(s) who arrive to contest possession in the tackle.
Player(s) who are already on the ground.
Venter does not go to ground and so he is one of "Others".
Law 14.8 Other players must:
Remain on their feet and release the ball and the ball-carrier immediately.
Remain on their feet when they play the ball.
Arrive at the tackle from the direction of their own goal line before playing the ball.
Not play the ball or attempt to tackle an opponent while on the ground near the tackle.
Venter does not release Du Toit immediately.
The penalty is the correct decision.
